The Simple Life star was due to make a charity visit to the African nation with members of the Playing for Good Foundation next month and shoot scenes for a new reality TV show there.
But charity leaders have been forced to put the trip on hold.
A statement from the Playing for Good Foundation reads, "Due to the restructuring of the Playing for Good Foundation, the philanthropic trip to Rwanda that the foundation had previously planned with Paris Hilton has been postponed.
"Paris has been a loyal and gracious supporter of Playing for Good, but the foundation has to regrettably reschedule this trip. Playing for Good would like to thank Ms. Hilton for her generosity and her continued support of this initiative and is looking forward to rescheduling the trip with her at a later time."

Catherine Zeta Jones newly lean and toned physique left on-lookers stunned when she arrived at a charity event.
When asked about the Hollywood obsession with weight, the former ‘West End’ dancer said that she thought the race to get slim soon after having a baby was ‘awful’.
"My muscles have memory from the time I danced, and it's quick for me to get back in shape, but I'm not fanatical,” the Daily Mail quoted her, as saying.
"I grew up with dancers, anorexia and other disorders were common, so I learned how to deal with [diets] without losing my limit,” she said.
"I think it's awful, this competition in the U.S. between actresses who just had a baby, to see who's first to get back to their normal weight. It's insane. I find this wave of super-skinny women scary,” she added.

Palmer was one several actresses who auditioned for the part, including Minka Kelly and Mary Elizabeth Winstead, but speculation is growing that the Australian has won the race.
The 21-year-old stars in The December Boys alongside Daniel Radcliffe but is still relatively unknown in Hollywood.
Jessica Biel was thought to be Miller's first choice to play the superhero, but she turned the role down.
Murali Thalluri, who directed Palmer in Australian film 2.37, tells Moviehole.net, "I haven't spoken to her so I don't know if it is true, but if it is, I am over the moon. She is a rare and remarkable talent and will be great for this role. I'm very excited for her."
